Adds a link to the Spur project docs (AI-native Rust job scheduler, Slurm-compatible CLI/REST/C FFI) to the co-tools card grid and the System Administrators TOC.

Fixes the spellcheck lint failure on docs/system-admin/co-tools.md introduced by the new Spur card.
Reuses the telemetry.jpg thumbnail (already used on the Cluster page) so the Spur card isn't missing an image compared to its neighbors. Placeholder only — swap for a dedicated Spur image later.
